Sweden’s gambling market includes licensed commercial online operators as well as activities reserved for particular operators. Its current online licensing framework is explained below.
The country’s two major lotteries, Svenska Penninglotteriet and Tipstjanst, merged in 1997 with the goal of forming a larger company. The new entity’s name was changed to AB Svenska Spel in April 1997. Until January 2019, the state-owned company held a full monopoly over online gambling within the boundaries of Sweden, along with the Swedish horse racing organization called Aktiebolaget Trav och Galopp (ATG).
That basically meant that apart from casinos, poker games and game machines, the lotteries, and sports betting operations in Sweden were under the control of the major local companies.
Svenska Spel previously operated land-based casinos through Casino Cosmopol. These venues should not be treated as current options; see the closure information in the Casino Games section below.
The casinos operated by the state-run monopoly offer a variety of gambling options, from the classic casino games, such as slots, Blackjack, Roulette, and Texas Holdem Poker, to Punto Banco/ Baccarat, and Sic Bo.
Overview
The monopoly imposed over all forms of gambling operations in the country received a lot of criticism from the European Union and the nations that are members of the Union. Prior attempts by foreign operators to establish themselves in the Swedish gambling market, which is considered a fairly lucrative one, were unsuccessful until in January 2019, Svenska Spel’s monopoly ended and the market opened up to operators who have found fruitful revenue opportunities.
Relevant Legislation and Legal Framework
Sweden’s current framework is based on the Gambling Act (2018:1138) and Gambling Ordinance (2018:1475), as set out in Spelinspektionen’s legislation guide. References to the earlier Lotteries Act and state monopoly describe the historical framework and should not be used to determine an online operator’s current permission.

Casino Cosmopol is permanently closed from 25 April 2025, according to Spelinspektionen’s casino information. The regulator distinguishes these former international casinos from restaurant casino games, which have lower stakes and prizes. Horse racing
Horse-racing betting should be assessed under the current betting framework. Historical accounts of ATG’s exclusive position do not establish the permissions held by an operator today.
Sports betting
Sports-betting availability depends on the operator’s current permission. Use the licence register to check the authorised activities rather than assuming that the former monopoly arrangements still apply.
