Peter & Sons Expands Reach Across Italy’s ADM Operators

The Agenzia delle Dogane e dei Monopoli issued 52 concessions to 46 operators in a 2025 tender cycle, replacing a much larger system that previously included more than 400 licensed domains.

The updated framework also raised the financial barrier to entry. The upfront licence cost increased from €200,000 to €7 million for a nine-year term, which pushed several smaller operators out of the market. Analysts following the sector expect that once the new structure settles, around 30 to 35 operator groups will account for most of the online gross gaming revenue.

Industry participants describe the current setup as more concentrated, with stricter certification steps for games and platforms before they can go live. That shift has shaped how suppliers plan distribution across the country.

Game studio expands footprint across major operators

Barcelona-based slots studio Peter & Sons reported that its content now reaches operators representing about 70% of Italy’s ADM-licensed market. The company said this coverage reflects its current distribution across the country’s main regulated operators, rather than total market share in revenue terms.

The studio’s portfolio is live with several well-known Italian-facing brands, including Sisal, SNAI, PokerStars, Eurobet, Betsson Italy, Lottomatica, Goldbet, and Diecimilauno.

Distribution runs through two main channels. One is Octavian, a Rome-based aggregator that supplies a large portion of Italy’s operator network. The other is Light & Wonder, following a content agreement signed in October 2024 that widened the studio’s reach across multiple regulated markets, including Italy.

The company began building its Italian presence in late 2024. It first went live through Octavian Lab in November of that year, starting with Eurobet before expanding its catalogue across additional operators connected to the platform.

In addition to this, the studio previously joined Yggdrasil’s YG Masters program in 2020, gaining access to its GATI technology to support game development and wider distribution.

Content rollout and view on the Italian market

Peter & Sons has placed several of its slot titles into the Italian market, including Barbarossa Dragon Empire, Barbarossa Revenge, and Thunderhawk. The studio said these games have performed well in engagement terms across its partner network, although it did not release detailed performance figures.

The comments reflect how suppliers view Italy’s tighter regulatory environment, where fewer operators and stricter approval processes shape how content reaches players.

Company background and wider regulated reach

Peter & Sons launched in 2019 and operates from Barcelona. The studio received strategic backing from SkillOnNet in 2023, which helped support its expansion into multiple regulated jurisdictions.

Today, the company holds licences in more than 15 markets. These include Italy, the United Kingdom, Sweden, Denmark, Spain, and Brazil, among others. It distributes games through its own remote gaming server platform as well as through external aggregator partnerships.

As Italy continues adjusting to its updated licensing system, suppliers like Peter & Sons are positioning themselves around a smaller group of operators with broader distribution networks. The studio’s reported reach across a large share of those operators highlights how content providers are adapting to the country’s more concentrated structure.
