However, no matter of the fact that the industry here is relatively young, gambling has managed to become one of the favorite pastimes of the local citizens.

The accession of Croatia in NATO and the European Union is considered as one of the reasons for the increasing interest towards gaming and casino operations.


While Croatia was part of the six republics of Yugoslavia, it was governed by the latter’s gaming laws which put some limits on sports betting to making wagers only at state-held kiosks. In addition, the only market available was “sports forecasting”.

Croatia was also one of the first countries from the Eastern Block, where gambling was both legalized and regulated back in the 60s of the twentieth century. After becoming independent in 1991, the country’s gambling industry was constantly growing, especially when it comes to the so-called “tourist gambling”. That is the reason why large casinos associated with hotels, located in Croatia, and more specifically in the coastal areas, have been truly flourishing.

Croatia got independent from the communist government in 1991. Not long after this, sports betting was legalized. Private companies were provided with the opportunity to open their own betting shops on the territory of the country.

The first two private companies that took advantage of the new regime were Prva Sportska Kladionica and Sport Tip, which are currently the leaders in the country’s bookmaking industry.

Currently, both land-based and online gambling is fully legal in Croatia. Of course, there are some restrictions due to the fact that the country’s Government has imposed some regulations on the gambling market. Different types of table games, including poker, are allowed in Croatia, but they are permitted to be played in casinos only. Other types of casino gaming options as well as bingo, sports gaming, lottery and keno games, are also provided. They are all put under the control of the state organization Hrvatska Lutrija.

Gambling Legislation in CroatiaThe Government of Croatia has set a legal age of 18 years in order to gamble. As mentioned above, all kinds of table games, including poker, are legalized in the country, but they are allowed to be played in casinos only. There is a state-run lottery available. In addition, Hrvatska Lutrija monitors and controls casinos, a sports lottery, Keno, Bingo, as well as some other kinds of land-based and online gambling activities.

Up to date, the country is a major owner when it comes to the 20 different casinos and 30-off slot clubs, which are also known under the name “automat klubs”.

Before sending the new law for approval to the European Commission, the country’s gambling market was regulated by Ordinance on Interactive Online Casino Gaming. The latter came into effect in July 2010.

The Croatia Gambling Law received the green light from the European Commission in November 2014. The national bill was submitted to the European Union for approval and now, after getting it, it was said that will come into effect after another six months in order to be ratified from the Parliament.

The new Gambling Law of the country has special provisions concerning online gambling operators. Under the bill, online gambling operators will be required to receive a special gaming license. They will be also required to meet some other conditions such as holding a deposit estimated to half a million dollars, paying taxes amounting to another half a million, and controlling the players’ tax payments on a regular basis.

The new regulatory regime is planned to start working from June-July 2015 in case that the Government of Croatia manages to take the law through the Parliament. The law approved by the European Commission is considered stricter and most of all, more expensive in comparison to the ones of other countries in Europe.

All of these demands proposed by the Croatian Government may turn out to be quite expensive for a large number of operators, which is why the successful future on online gambling market in the country is still unknown.

Internet Gambling in CroatiaOnline gambling operations are legal in Croatia. Currently, they are regulated by the Ordinance on Interactive Online Casino Gaming, which came into effect in July 2010. However, if the new Croatian Gambling Law passes the ratification from the Parliament, some changes are expected to be implemented.

There is a large presence of the state in online gambling activities, no matter that private companies are also allowed to run online gambling platforms.

Online gambling is legal for all citizens of the country, who are at least 18 years old. Online gaming operations are offered by both the state-run Hrvatska Lutrija and the local subsidiary of Hattrick – Prva Sportska Kladionica. As mentioned above, they also offer sports betting operations, horse and dog races, lottery, bingo and keno.
