Guadeloupe Online Casino Guide

Legal casino gambling age in Guadeloupe

Guadeloupe is a French overseas department and region, so national French gambling law applies there in the same way as in mainland France. Gambling is prohibited in principle, with exceptions set by statute. Two land-based casinos operate on the archipelago, in the communes of Le Gosier and Saint-François. Each needs an authorisation from the Minister of the Interior and a public-service contract with its host commune. Lotteries and betting in shops are reserved to La Française des Jeux (FDJ) and the Pari Mutuel Urbain (PMU), which hold exclusive rights. Online, only sports betting, horse-race betting and poker may be offered, and only by operators approved by the Autorité nationale des jeux (ANJ). Online casino games are not authorised anywhere in France. This guide explains how that framework applies in Guadeloupe, what is happening locally with the two casinos, how the online market is policed, and what protection is available to players.

Key points

  • Guadeloupe is governed by Article 73 of the French Constitution. National laws and regulations apply there by right, so the Code de la sécurité intérieure and the 2010 online gambling law apply as in mainland France.
  • Two casinos operate, in Le Gosier and Saint-François. In 2025 Saint-François launched a tender for a new ten-year casino concession. In January 2026 Le Gosier’s council gave its opinion on renewing its casino’s gaming authorisation.
  • Online, the ANJ approves operators for sports betting, horse-race betting and poker only. Online slots and other casino games are not authorised, and the ANJ blocks illegal sites: 1,290 URLs were blocked in 2025.
  • Occasional players’ winnings are generally not subject to income tax. Casinos pay levies on gross gaming revenue to the State and to their host commune.
  • A national voluntary gambling ban, run by the ANJ, covers casinos, licensed websites and FDJ and PMU player accounts. The Joueurs Info Service helpline is 09 74 75 13 13.

Constitutional status and historical development

Guadeloupe’s legal position is the starting point for its gambling rules. It is a département et région d’outre-mer (DROM, overseas department and region) under Article 73 of the Constitution. Article 73 rests on legislative identity: national legislation applies automatically, with possible local adaptations. A 2021 explainer by Outremers360 on overseas statuses notes that national laws and regulations “are applicable by right” in the French Antilles. It adds that Guadeloupe may make rules in some fields but not in sovereign matters such as justice. Gambling law has no separate Guadeloupe statute. The neighbouring islands of Saint-Martin and Saint-Barthélemy fall under Article 74, which gives overseas collectivities their own statutes. They are not covered by this guide.

French gambling law developed in three broad stages. First, a general prohibition, with narrow exceptions. Casinos have been one of those exceptions since the law of 15 June 1907, which is still cited in official answers on casino revenue sharing (for example, a 2006 government answer in the Senate). Under that model, casinos were tied mainly to seaside, spa and climatic resorts, a link that survives in the current list of eligible communes. Lotteries and betting in shops were reserved to operators holding exclusive rights, today FDJ and the PMU.

Second, in 2010, France opened part of the online market to licensed competition. Law No. 2010-476 of 12 May 2010 allowed approved operators to offer online sports betting, horse-race betting and poker, under a new regulator, ARJEL. Online casino games such as slots and roulette were left out of the licensed market, and they still are.

Third, in 2019, regulation was reorganised. Ordinance No. 2019-1015 of 2 October 2019, in force from 1 January 2020, replaced ARJEL with the Autorité nationale des jeux and widened its powers. According to an analysis by the law firm Bird & Bird, the ordinance “confirms the general prohibition of gambling and its derogations” and groups those derogations in Article L. 320-6 of the Code de la sécurité intérieure. The ANJ took over online licensing and was given supervision of FDJ and the PMU. For casinos, its role is limited mainly to excessive gambling. Other aspects of casino regulation remain with the Ministry of the Interior. A law of 2 March 2022 then gave the ANJ’s president power to order the blocking of illegal sites without going to court (see below).

Checking gambling legislation and licensing

The rules that apply in Guadeloupe are the national ones:

  • Code de la sécurité intérieure (CSI), Book III, Title II. This sets out the general prohibition on gambling (Articles L. 320-1 and following), the list of exceptions (Article L. 320-6), and the casino regime (Articles L. 321-1 and following). Article L. 321-1 lists the categories of commune in which a casino may open.
  • Law No. 2010-476 of 12 May 2010 on the opening to competition and regulation of the online gambling sector. It governs online sports betting, horse-race betting and poker, and the offences relating to illegal online gambling.
  • Ordinance No. 2019-1015 of 2 October 2019, which created the ANJ and reformed supervision of FDJ and the PMU.
  • The Code général des collectivités territoriales (CGCT), Articles L. 2333-54 to L. 2333-56, which set the levies on casino gaming revenue and the share paid to host communes.

The list of communes allowed to host a casino matters a great deal in a territory with only two. A National Assembly committee document of 20 November 2023 summarises the categories in Article L. 321-1. They include seaside, spa or climatic resorts classified before 3 March 2009; certain large tourist cities; tourist towns in French Guiana; communes where a casino was operating regularly on 3 March 2009; and communes classified as tourist resorts within set deadlines. A December 2023 law widened eligibility to some equestrian and border communes, according to Banque des Territoires; its report of the law does not mention the overseas territories.

Minors are excluded from all forms of commercial gambling. The official portal Service-Public.fr states that a minor may not enter a casino even without playing. Minors may not play online games, FDJ lottery games, sports betting, horse-race betting or poker, even if accompanied by a parent. Traditional small-stake lotos (stakes under €20), tombolas and lotteries held by associations or at fairs are an exception.

Regulator and licensing model

France combines three regimes, all of which apply in Guadeloupe:

  • Exclusive rights (monopoly). A monopoly means a single operator holds the legal right to offer a product. According to the ANJ, lottery games are run in shops and online under a monopoly entrusted to FDJ, which also runs sports betting in about 30,000 points of sale nationally. The PMU holds the monopoly on horse-race betting in shops, with about 13,500 points of sale. Under the 2019 ordinance, as summarised by Bird & Bird, both operators must submit their annual game programme and their action plan against excessive gambling to the ANJ for approval.
  • Licensing for part of the online market. Online sports betting, horse-race betting and poker are open to competition. Operators must hold ANJ approval. The ANJ’s list of approved operators showed 16 operators when we checked.
  • Authorisation of casinos. Casinos need a temporary authorisation from the Minister of the Interior, which is granted by ministerial order (arrêté). A 2009 ministerial answer in the National Assembly describes the procedure. The authorisation is given after an opinion from an interministerial commission. It also depends on a contract with the host commune, concluded through a public-service delegation (délégation de service public, DSP). Under a DSP, the commune selects the casino operator through a competitive procedure and sets its obligations.

The casinos of Le Gosier and Saint-François

Guadeloupe has two casinos. An Outremers360 report of June 2026 counts ten casinos in the overseas territories: two in Guadeloupe, two in Martinique, three in Réunion and three in New Caledonia. The article does not name the Guadeloupe communes; official municipal and procurement records show casinos in Le Gosier and Saint-François, as described below.

Both have been through the renewal process recently:

  • Saint-François. On 6 March 2025 the commune published a call for tenders in the Official Journal of the EU for a public-service concession to run its casino (TED notice 147310-2025). The matching notice in the French official procurement bulletin (BOAMP notice 25-24746) gives a duration of ten years and a deadline for bids of 7 April 2025. It requires the concessionaire to provide three distinct activities under single management: entertainment, catering and gaming. Gaming and entertainment may not be farmed out to another operator (affermés).
  • Le Gosier. At its meeting of 16 January 2026, Le Gosier’s municipal council considered an item titled “Renouvellement de l’autorisation d’exploitation des jeux de hasard au Casino – Avis du conseil municipal” (renewal of the authorisation to operate games of chance at the casino: council opinion), reference CM-2026-2S-DGS-01b. The item appears in the commune’s published record of that meeting. The text of the opinion and the length of renewal requested could not be verified from the published page. The final decision rests with the Minister of the Interior.

We found no official report of a casino opening or closing in Guadeloupe between 2023 and October 2026. Ministerial authorisation orders for individual casinos are published in the Journal officiel.

Online gambling: what is permitted and how it is enforced

Online casino games on mobile devices

Residents of Guadeloupe have access to the same online market as players in Paris. Three categories are licensed: sports betting, horse-race betting and poker. FDJ also sells its lottery games online under its monopoly. The ANJ’s page on game categories is explicit about what falls outside: “Les jeux de casinos et en particulier les machines à sous en ligne ne sont pas autorisés sur le marché français” (casino games, and online slot machines in particular, are not authorised on the French market). There is no licence for which an online casino could apply.

For scale, the ANJ’s market data put national online gross gaming revenue at €2.6 billion in 2025. Gross gaming revenue (GGR, produit brut des jeux) is stakes minus winnings paid out. Of that total, sports betting accounted for €1.7 billion, horse-race betting €326 million and poker €525 million, with 6.1 million active online player accounts. The ANJ does not publish separate figures for Guadeloupe or the other overseas departments.

Enforcement against unlicensed sites relies mainly on blocking, meaning an order requiring internet service providers to prevent access to a website from France. According to the ANJ’s page on fighting the illegal offer, the law of 2 March 2022 gave the ANJ’s president power to order blocking and delisting by search engines, a power used from June 2022. Before then, a court order was required. The ANJ says the procedure now takes about two months, against six to nine months in court. In 2024 the president issued 232 blocking and delisting orders covering 1,337 URLs, of which 910 were “mirror sites”, copies of already-blocked sites at new addresses. The orders are addressed to internet service providers and are meant to stop access from France, of which Guadeloupe is part. On 16 July 2026 the ANJ’s president ordered internet service providers to block a prediction-market website, and the ANJ restated that prediction sites are not authorised in France and are treated as illegal gambling sites, according to its published decision. The same notice gives a figure of 1,290 URLs blocked in 2025.

The ANJ also targets promotion. The same decision notes that advertising an unauthorised gambling site is a criminal offence, punishable by a fine of up to €100,000. The same penalty applies to anyone who publishes odds to promote such a site. The ANJ estimates, citing a 2023 PwC study it commissioned, that 3 to 4 million people in France played on illegal online sites in the previous 12 months. It says these sites mostly offer casino games and that about half of their users do not know the offer is illegal.

Position of players

French enforcement is aimed at operators, intermediaries and advertisers. The ANJ pages we reviewed describe blocking, delisting and fines for promoters. They do not describe any penalty for an adult who plays on an unlicensed site, and we found no record of a player in Guadeloupe being prosecuted for doing so. That is not approval. A player on an unlicensed site has none of the protections that apply to licensed operators: identity and age checks, the national self-exclusion register, ANJ supervision and a French complaints route.

Any site offering online slots, roulette or blackjack to players in Guadeloupe is, by definition, outside the authorised market.

Two local forms of gaming sit at the edge of the law. First, traditional small-stake lotos and tombolas are allowed under the exceptions noted above. Second, cockfighting has a long history in the French Caribbean. Article 521-1 of the Penal Code prohibits cockfights except where an uninterrupted local tradition can be shown. A Senate question answered on 24 June 2025 confirmed that the exception depends on a trial judge finding an uninterrupted tradition, and that creating a new cockfighting arena (gallodrome) remains a criminal offence. The answer does not identify the areas where the exception applies. The exception concerns animal welfare law only. Betting on fights does not appear among the gambling exceptions described by the ANJ, and we found no provision authorising it.

Taxation

Casinos and host communes

Casinos pay specific levies on their gaming revenue in addition to ordinary business taxes. These are set out in the CGCT and explained in the tax administration’s official guidance (BOFiP, 2021), which states that the regime applies to casinos authorised in mainland France and in the overseas departments. According to the guidance on declaration and payment, the levies are declared and paid monthly, over a gaming season running from 1 November to 31 October. The National Assembly document of November 2023 describes two channels of revenue for host communes:

  • a direct communal levy on gross gaming revenue, set in the DSP contract at between 0% and 15%;
  • 10% of the amount the State collects through its own progressive levy on the casino’s gaming revenue.

The same document puts average casino revenue for a host commune at about €1.4 million a year nationally. A national figure from a 2009 ministerial answer shows the overall split: for the 2007–2008 season, specific gaming levies came to almost €1.5 billion, of which about €915 million went to the State, €305 million to host communes and €250 million to social bodies (organismes sociaux). We found no published figure for the casino revenue received by Le Gosier or Saint-François, and no official text confirming a separate share for the Region of Guadeloupe.

Players

For occasional players, gambling winnings are generally not subject to income tax. The 2009 ministerial answer states that winnings from games of chance do not constitute taxable income. A Gambling Insider guide updated in April 2026 describes the current position. A social contribution (CSG) applies to the part of a single casino win above €1,500 and is withheld by the casino. A player whose activity relies mainly on skill and regular play, such as a professional poker player, may be taxed on profits as non-commercial income, following a Conseil d’État decision of 21 June 2018 (No. 412124).

Consumer protection and responsible gambling

The main protection tool is the national voluntary gambling ban (interdiction volontaire de jeux), now managed by the ANJ. According to the ANJ’s self-exclusion service, the ban lasts for at least three years. It covers:

  • entry to casinos and gaming clubs, including the casinos in Le Gosier and Saint-François;
  • ANJ-approved online sports betting, horse-race betting and poker sites;
  • FDJ and PMU games played through a player account.

Applications can be made online, with an identity check using a selfie and an identity document, or by registered post. After three years the person may ask for the ban to be lifted. Because the scheme is national, a resident of Guadeloupe can register without travelling to the mainland. For FDJ and PMU games, it applies only where they are played through a player account.

Support is available through Joueurs Info Service, a national helpline and chat service for people with gambling problems and their relatives. The number is 09 74 75 13 13. Calls are anonymous and not charged at a premium rate. Its published opening hours are given in mainland French time, which is five or six hours ahead of Guadeloupe depending on the season, and the service has announced changes to them, so callers should check the current hours on its site. The service’s directory of useful addresses includes local support services in Guadeloupe. See also our responsible gambling guide.

Recent and upcoming developments

  • Local casino renewals (2025–2026). Saint-François’s tender for a ten-year casino concession closed on 7 April 2025, and Le Gosier’s council gave its opinion on renewing its casino’s authorisation on 16 January 2026.
  • Senate bill on new overseas casinos (2026). On 10 June 2026 Senators Rémy Pointereau and Dominique Théophile, a senator for Guadeloupe, filed bill No. 725 (2025–2026). It would add new categories to Article L. 321-1 CSI. One would cover communes in the overseas departments and regions whose territory includes natural hydrothermal features and either a protected site within a national park or a marine protected area. The Senate’s legislative file, updated on 24 July 2026, shows the bill still awaiting first reading. It does not name any Guadeloupe commune.
  • Online enforcement. In July 2026 the ANJ extended its blocking to a prediction-market website. Online casino games remain unauthorised.

Casino listings for players in Guadeloupe

The listings below are generated automatically from our casino database. They do not by themselves show that an operator is authorised to serve players in Guadeloupe. Online casino games are not authorised anywhere in France, including Guadeloupe, so no online casino holds a French licence. The listings must not be read as an indication that playing at the sites shown is lawful or protected. Only operators on the ANJ’s list of approved operators may offer online sports betting, horse-race betting or poker.
