Serbia regulates gambling under the Law on Games of Chance (Zakon o igrama na sreću), published in the Official Gazette of the Republic of Serbia no. 18/2020 and substantially amended by Law no. 94/2024. The system has three parts:

  • “Classic” games of chance, such as lotteries, are reserved to the state-owned National Lottery of Serbia.
  • Land-based casinos operate under a small number of government licences.
  • Betting, gaming machines and online gambling (“games of chance through means of electronic communication”) are open to private companies that obtain an approval from the Games of Chance Administration.

The Administration is a body within the Ministry of Finance. The 2024 amendments raised the fees for online operators, introduced a statutory right to self-exclusion, and gave the authorities power to block unlicensed foreign websites and their payments. This guide explains the framework and what it means for players.

Key points

Historical development

Serbia has had a regulated gambling sector for many years. Lotteries are organised by the state through the National Lottery of Serbia (Državna lutrija Srbije), while private companies run betting shops, gaming-machine venues and casinos under state approval. The current statute, the Law on Games of Chance, was published on 3 March 2020 in Official Gazette no. 18/2020. It replaced earlier legislation and set out a single framework for land-based and online games.

The law was significantly amended in November 2024. The Law amending the Law on Games of Chance (Official Gazette no. 94/2024, 28 November 2024) entered into force on the eighth day after publication. It applies from 30 days after entry into force, with transitional periods: most new obligations had to be met within 180 days, video-surveillance requirements by 1 January 2026, and new venue conditions by 1 July 2026. The English translation of the Law on Games of Chance published by the Games of Chance Administration defines games of chance as games in which participants pay to take part and the outcome depends “not on the knowledge or skills of the participant” but on chance or an uncertain event. Entertainment games such as arcade games, darts and billiards fall outside the definition.

The Law distinguishes two broad groups of games:

  • Classic games of chance include lotteries, lotto and similar draw games. “Only the National Lottery of Serbia has the right to organise classic games of chance”, and the state guarantees the payment of classic-game winnings. The National Lottery may engage agents to sell its products.
  • Special games of chance include games in casinos, games on gaming machines, betting, and games organised “through means of electronic communication”, which is the Law’s term for online gambling.

Article 10 lists a series of prohibited practices. It begins: “It is prohibited to organise games of chance contrary to the provisions of this law, as well as to:”. Among other things, it prohibits enabling an entity without an approval under the Law to organise online games (point 19), and enabling participation in online games organised by such an entity (point 20). Only the National Lottery may use the words “lottery”, “lotto”, “bingo” or the names of other classic games (point 22). Under the Criminal Code, unauthorised organisation of games of chance is a criminal offence, as the Administration’s guidance for players confirms.

Serbia is not a member of the European Union. It is therefore not bound by the EU Treaty freedoms that shape gambling law in EU member states.

Regulator and licensing model

The Games of Chance Administration (Uprava za igre na sreću) is an administrative body within the Ministry of Finance, based in Belgrade. Under the Law it performs state administration tasks in the field of games of chance. These include:

  • approving games;
  • issuing licences, approvals and consents;
  • supervising organisers;
  • keeping official records.

It also publishes the applicable laws, subordinate regulations, statistics and the official list of organisers.

Serbia uses different models for different products.

  • Classic games are a state monopoly, operated by the National Lottery.
  • Casinos operate under a capped licensing system. Under Article 35 of the Law, the Government may grant a maximum of ten casino licences. Article 40 provides that a casino licence lasts ten years. Article 39 sets the licence fee at not less than €1,000,000.
  • Betting, gaming machines and online games are open to any company that obtains an approval from the Administration. Approvals for online games are granted for ten years and can be renewed.

The Administration’s statistics, dated 15 September 2026, show 61 legal entities organising games of chance:

Many companies hold more than one type of approval, which is why the categories add up to more than 61. The official list of organisers gives each organiser’s legal name and, for online organisers, its website. Online services are listed separately from land-based betting, gaming machines and casinos.

Online gambling: what is permitted and how it is enforced

Approved organisers may offer special games of chance online, including casino-type games and betting. They must:

  • have a registered office in Serbia;
  • operate an information system that allows real-time data exchange with the Administration;
  • verify each player’s age by electronic means when the player registers;
  • keep transaction accounts for players.

The 2024 amendments also introduced anti-money-laundering safeguards. Cash transactions are limited to 1,175,000 dinars per player in any 30-day period, and transfers of funds between players are prohibited.

The market has grown quickly. The Administration’s statistics show that total fees collected from games of chance rose from €151.3 million in 2023 to €178.0 million in 2024 and €239.6 million in 2025. In 2025, online games accounted for €83.4 million. Only gaming machines contributed more, with €96.6 million. Betting contributed €34.7 million, classic games €17.9 million and casinos €5.6 million.

Enforcement against unlicensed operators was strengthened in 2024. The amendments enable the authorities to act against foreign organisers that offer games without an approval by instructing internet service providers to block their IP addresses and by blocking payment transactions with them. “IP blocking” means that providers refuse to route traffic to the server addresses used by the website. The amendments also increased fines for breaches of the Law, which now range from 100,000 to 2,000,000 dinars for organisers and from 5,000 to 150,000 dinars for responsible persons. In May 2026 the Administration published guidance on protection from illegal online betting, including a checklist for recognising unlicensed sites.

Position of players

Adults may lawfully gamble with approved organisers. The Law prohibits participation by minors (under 18) and requires organisers to enforce that ban “in the most effective manner”.

The Administration’s Guidelines for the protection of users from illegal online betting (2026) describe the risks of unlicensed websites: manipulated games, delayed or blocked payment of winnings, weak protection of minors, misuse of personal data, and difficulty enforcing rights in disputes. They warn that such sites “may seem professional and secure, but they are not under legal supervision”. The guidelines state that unauthorised organisation of games of chance is a criminal offence. They do not set out any fine or penalty for players. The prohibitions in Article 10 are framed as prohibitions on organising, or on enabling others to organise or take part in, unlicensed online games. We found no record of individual players being prosecuted for using unlicensed sites. Players are advised to check the operator’s name and website against the Administration’s list before registering.

Taxation

Organisers pay fees to the state calculated on their activity. Under the 2024 amendments, the fee for online games is:

  • 15% of the base, defined as the difference between total payments made by players and the total value of players’ winnings, which is gross gaming revenue;
  • 25% for live dealer games;
  • in every case, at least the dinar equivalent of €50,000 per month.

Older summaries of the 2020 law that give lower rates or minimum payments should be treated as out of date.

The Law also sets out how state revenue from games of chance is used. Forty per cent of it is allocated to social purposes. The beneficiaries include the Red Cross of Serbia, organisations of persons with disabilities, social welfare institutions, sport, local government and the treatment of rare diseases, in proportions set by the Law.

Players’ winnings may be subject to personal income tax under separate tax legislation, which was not reviewed for this guide. Players should consult the Tax Administration or a tax adviser on their individual position.

Consumer protection and responsible gambling

The 2024 amendments introduced a statutory right to self-exclusion in a new Article 95a. A player may exclude himself or herself:

  • for a minimum of 24 hours; or
  • permanently, in which case the exclusion cannot be withdrawn before 12 months have passed.

Organisers must pass data on self-excluded players to the Administration, so that exclusions can be enforced across the system.

Other protections include:

  • mandatory electronic age verification at registration;
  • an obligation on venues to display a 100 by 80 centimetre addiction-prevention poster near the entrance;
  • a requirement that advertising carry a notice on the ban on participation by minors and a warning on the prevention of addictive disorders.

The Administration also offers an online risk self-assessment for players.

The Administration’s guidelines list two public institutions in Belgrade for help with gambling problems:

  • the Special Hospital for Addiction Disorders, on +381 11 367 14 29;
  • the Institute of Mental Health, on +381 11 3307 500.

Recent and upcoming developments

The 2024 amendments are being phased in. Video-surveillance obligations for betting and gaming-machine venues, including a 90-day retention period and real-time access for the Administration, applied from 1 January 2026. New venue conditions applied from 1 July 2026. In April 2025 the Administration announced the adoption of subordinate regulations implementing the Law. In May 2026 it published its guidance on illegal online betting. Fee revenue grew by about a third between 2024 and 2025, and online gambling was the second-largest source of fee revenue in 2025. Readers should check the Administration’s website for further regulations, particularly on the blocking procedure for unlicensed websites.
